StickySorter

I love to use this e-tool to note down, edit, move and group the notes on my desktop. Developed by two Microsoft Employees, Sticky Sorter, can do all this and much more than what can be done with the physical stickers. Yes, you can use it to capture and record your thoughts and ideas, sift through, and organize them. Not only notes can be recorded using this application, even import of data from existing files is possible.

Among the other features are: recording of multiple fields on a note, a field editor to name and organize fields and to set properties, such as whether a field should appear on the front or back side of the note, notes can be saved to csv file format to help open them in a variety of application, and choice of colours for each sticky note. StickySorter supports Affinity Diagramming, a data analysis method which is used in many disciplines including user research, product planning, and design.

Wunderlist

Wunderlist is another note-taking utility. As it is web-based it would be well liked by people who are wary of downloading things from the web. Like StickySorter, it is a task management application to help stay organized whether you're using a Windows or Mac operating system, using an iPhone or an Android device, or even an iPad.

Practical applications include: Keeping track of everything you want to do, make separate lists, one for your work life and the other personal; check off items done, use it from your ownbrowser. Individual tasks and entire lists can be shared by email, Facebook, or Twitter, and completed tasks can be viewed as separate lists. Search for specific tasks can be carried out by keyword, specific dates and times. Important tasks can be marked and these override other less important ones.

You could try DesktopZoom, portable and doesn't need admin privileges.
You can Zoom an area around the mouse, zoom a fixed window or zoom
